LOGCAP is an acronym for “Logistics Civil Augmentation Program.” This is a program to utilize US contractors to provide Army services in ways which will allow the Army to continue to strengthen its core services while outsourcing other services. Some of the areas of contracting out include transportation, supplies, maintenance and construction.
Similar to LOGCAP4 which is the current round of Army contracting, the Air Force has their AFCAP or “Air Force Contract Augmentation Program” and the Navy has its CONCAP or “Emergency CONstruction CAPabilities” program.
A good example of the benefit of LOGCAP programs can be found by looking at the past operation in Bosnia, known as “Joint Endeavor.” Early US personnel arrived with very little support. Sleeping conditions were horrible; in fact many troops slept in cold barns. Basic supplies and sanitation were sub-standard. LOGCAP was enabled which provided the troops valuable support such as:
- transport assistance – collecting garbage and dealing with sanitation – providing meals – getting heated beds – doing laundry
LOGCAP’s good services can be proven when a dental clinic in Iraq was established a few years back. The army forces did not manage the logistics and construction. Instead, the tasks were all handled by the civilian contractors from the planning through to the construction. The qualities of the services given were excellent, which is one of LOGCAP’s praiseworthy traits.
The current contractors of defense jobs, Fluor, KBR, Dyncorp and ITT are where one must look to obtain these overseas jobs. The number of armed personnel in Afghanistan is increasing and so will increase the number of skilled workers that these contractors will need.
The most important thing is to remember that your qualifications are not the only thing that will secure you a position there. They will only pay attention to resumes that follow specific guidelines. If you don’t do it correctly, your application may just be rejected. In order to quality, the applicant must state the uniqueness of oneself, as well as meeting all the specified requirements.
It is also recommended, after your resume is prepared, for you to deal directly with the defense company that you are applying for. Using a submission service is not as effective and also presents privacy concerns as much information collected during the application process is of a highly confidential strain.
